With few exceptions, any Maryland resident that wants to purchase a handgun must possess a valid Maryland Handgun Qualification License (HQL). This is a 3 step process including training, fingerprints, and online application with Maryland State Police. Course tuition does not include the application or fingerprint fees.
Owning a handgun doesn’t make you armed any more than owning a guitar makes you a musician.
